WebMar 29, 2024 · Disability Rights California (“DRC”) has been investigating San Joaquin County’s (“the County”) jail system pursuant to its authority as California’s protection and advocacy system for people with disabilities. For purposes of this investigation, DRC has designated the Prison Law Office (“PLO”) as its authorized agent. WebMost justice-involved interviewees with disabilities that we talked to came from disinvested, inaccessible neighborhoods. Most were people of color. None were asked if they needed an accommodation when they first came into contact with the system. All believed that being incarcerated made their disabilities worse and created new disabilities.
